Residents who live in understaffed nursing homes are at a greater risk of malnutrition, weight loss, bedsores, and infections.  Their families are noticing and holding facilities responsible.  It's difficult for nursing homes in small towns and rural areas to find qualified staff to fill positions.  Labor costs are very high compared to other costs.   Due to the passing of the Affordable Care Act -that gave more Americans health insurance coverage-, more nurses are needed to provide care to the increased patient population.   Nursing home services demand is expected to grow.  The 65 year old and older population will reach 73 million by 2030, almost double from 40 million in 2010.  In 2020 demand for direct- care workers will increase by 48% resulting in 5 million new jobs. 

 Human resources staff will be challenged to fill the open positions.  Omnibus Budget Reconciliation Act of 1987 signed into law by president Reagan in which include sanctions for denial of payment for Medicaid or Medicare patients.  Between'98 & 2012 Medicaid income for nursing homes dropped from 46%-42% and human resources personnel face an average turnover rate between 80% & 100%, resulting in new advertising, interviews, orientation, and costly training costs.  

One underlying cause of elder abuse and neglect is under-staffing.
